Blue it is for EVERY full moon on Oct 31 no matter what year but I agree, this year we sing the Blues BIG TIME.

Still, I kinda like  'Ghost Blue Moon' perhaps?

You're right. It is Blue Moon every time a full moon falls on Oct 31.  But its rare, last time prior to last night that Blue Moon fell on Halloween was 1934.

I'm sure others didn't notice, but not ONLY was it a Blue Ghost Halloween Moon, but Uranus was in opposition too. Yikes!  And on top of that, Uranus was in the anti-solar point, where the Sun don't shine (from our perspetive).

So many coincidences, I might become a bit superstitious.  I just hope we all make it to Wednesday!

Hmn, it seems to me that it is rare that it is rare. There is a full moon every 29.5 days. Thus the chance that any given day has a full moon is 1/29.5, so that full moons on Hallowe'en should occur every 29.5 years on the average. And since October has 31 days, any Hallowe'en full moon will necessarily have been preceded 29.5 days earlier by another full moon in the same month, and will thus be a blue moon.

That makes sense to me.

I got the year wrong (I heard it rather quickly on ABC local news affiliate), but here is another source (from a very quick google) saying it is more infrequent than every 29.5 years:
