Use update for Henry Coe overflow lot.

There has been difficulty recently contacting the park to have the overflow lot opened (by the rangers) for astronomy use.  E-mail and phone have been difficult, at best.

Yesterday Richard Navarrete saw head ranger John V. and asked how to make it easier.

The best way is to go to CoePark.net and at the bottom left of the page use the floating Park Help button.  Best to do this I'd think a day before or morning of you intended use.

I've updated TAC's observing site page for Henry Coe to reflect this.

Ah. I checked, on my Mac that floating link shows up on Safari but not on Firefox.
