Goruldugu gibi "soykirim" demiyorlar, fakat " buyuk trajedi" diyorlar. Bu teklifin bugun guduk kalmasinin en onemli sebebi de Irak'taki Amerikan askerlerinin logistik desteginin Turkiye'ye bagimli olmasi. Sir bu yuzden bu tasari bugun Amerikan kongresinde guduk kaliyor.

Opening Statement by Chairman Lantos at markup of H. Res. 106
Today we are not considering whether the Armenian people were persecuted and died in huge numbers at the hands of Ottoman troops in the early 20th Century. There is unanimity in the Congress and across the country that these atrocities took place. If the resolution before us stated that fact alone, it would pass unanimously.
The controversy lies in whether to make it United States policy at this moment in history to apply a single word – genocide – to encompass this enormous blot on human history.
The United Nations Convention on Genocide defines the term as a number of actions, and I quote, "committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group." These actions include killing or causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction, in whole or in part.
Henry Morgenthau, the U.S. Ambassador to the Ottoman Empire at the time of the atrocities, wrote -- and I am quoting -- "I am confident that the whole history of the human race contains no such horrible episode as this. The great massacres and persecutions of the past seem almost insignificant when compared with the sufferings of the Armenian race in 1915."
The leadership of the United States has been in universal agreement in condemning the atrocities but has been divided about using the term "genocide."
On one occasion, President Ronald Reagan referred to, I quote, "the genocide of the Armenians."
But subsequent Presidents -- George Herbert Walker Bush, Bill Clinton and George W. Bush, have refrained from using the word out of deference to Turkish sentiments on the matter.
In recognizing this tragedy, some in Congress have seen common themes with the debate our committee held earlier this year on a resolution about another historic injustice – the tens of thousands of so-called "Comfort Women" forced into sexual slavery by Imperial Japan. The current Japanese government went to great length to attempt to prevent debate on that matter, and dire predictions were made that passage of such a resolution would harm U.S.-Japan relations. Those dire consequences never materialized.
A key feature distinguishing today's debate from the one on the "Comfort Women" resolution is that U.S. troops are currently engaged in wars in Iraq and Afghanistan. Our troops depend on a major Turkish airbase for access to the fighting fronts, and it serves as a critical part of the supply lines to those fronts. A growing majority in Congress, and I am among them, strongly oppose continued U.S. troop involvement in the civil war in Iraq, but none of us wants to see those supply lines threatened or abruptly cut.
All eight living former secretaries of state recently cautioned Congress on this matter. And I quote, "It is our view," write former Secretaries Albright, Baker, Christopher, Eagleburger, Haig, Kissinger, Powell and Shultz, "that passage of this resolution … could endanger our troops in Iraq and Afghanistan and damage efforts to promote reconciliation between Armenia and Turkey."
Three former secretaries of defense – Carlucci, Cohen and Perry – this week advised Congress that passage of this resolution, and I quote again, "would have a direct, detrimental effect on the operational capabilities, safety and well being of our armed forces in Iraq and in Afghanistan."
Members of this committee have a sobering choice to make. We have to weigh the desire to express our solidarity with the Armenian people and to condemn this historic nightmare through the use of the word "genocide" against the risk that it could cause young men and women in the uniform of the United States armed services to pay an even heavier price than they are currently paying. This is a vote of conscience, and the Committee will work its will.

ABD Buyukelciligi Onunde Sozde Ermeni Soykirimi Protestosu
Isci Partisi (IP), bugun ABD Temsilciler Meclisi'nde ele alinacak sozde Ermeni soykirimi karar tasarisini protesto etti.
ABD Buyukelciligi onunde toplanan IP'liler, "Mehmetcigin katili Amerika", "Soykirim yapmadik vatan savunduk" gibi sloganlar atti. Grup adina bir aciklama yapan IP Genel Sekreteri Nusret Senem, sozde Ermeni soykirimi karar tasarisinin bugun ABD Temsilciler Meclisi Disiliskiler Komitesi'nde ele alindigini hatirlatarak, tasarida yer alan iddialarin tarihi bir yalan oldugunu soyledi. Kurtulus Savasi'nin 'soykirim' diye mahkum edilmek istendigini dile getiren Senem, Mustafa Kemal Ataturk ve Kurtulus Savasi'nin diger onderlerinin de 'Soykirim suclusu' ilan edilmek istendigini kaydetti. Senem, sozlerine soyle devam etti:
"Burada ABD Temsilciler Meclisi uyelerine bir cagrida bulunuyorum. Yalanlariniz icin malzeme uretmeyi birakin. Ermeni devlet adamlarindan ve tarihcilerinden ogrenin. Kacaznuninin, Karinyan ve Lalayan'in soykirim yalanini paramparca eden kitaplarini elciligin onune birakiyorum. Buyukelcilik yetkilileri alsinlar ve 'soykirim' yalani ureten merkezlerine bu kitaplari gondersinler."
ABD Buyukelcisi Vilson'un, "Turkiye, Ermeni tasarisina tepki gosterirken hesabini iyi yapmali" seklindeki sozlerine de tepki gosteren Senem, "Bu haddini asan tehditler ve sozler nedeniyle kendisi istenmeyen adam ilan edilmeli" diye konustu.
Yapilan basin aciklamasin ardindan Senem, Ermeni iddialarini yalanlayan kitaplari ABD Buyukelciligi'nin girisine birakti. Kitaplar bir elcilik gorevlisi tarafindan iceri alindi. Yogun guvenlik onlemlerinin alindigi eylem olaysiz sona erdi.

Degerli Arkadaslarim;
Birkac dakika once aradim SIRNAK 23. Jandarma SINIR TUMEN Komutanligini, 0486 216 65 00 telefon numarasindan. Santral beni dupduru sesli bir ‘hanim Yuzbasi’miza bagladi. Kendimi tanittim, ve eski bir subay oldugumu, yurt disindan aradigimi soyleyebildim ancak.
“Komutanim, cok tesekkur ediyorum taa oralardan arayip bize moral verdiginiz icin”, dedi Yuzbasim.
Ben ona moral filan verememistim ki…. Daha ilk sozumde bogazim kilitlendi sanki. Gozlerim doldu, doldu ve tasti. Ben ona degil o bana moral verdi.
Verdigi karsilik sanki, guven dolu, simsicacik evinde, sicak cayini icerken verilmis bir yanit gibi guven ve onur dolu bir yanitti. Oysa ben cok iyi biliyordum o anda hangi sartlar altinda oldugunu onun…..

Hep dinledim, konusamadim ki… Bogazim dugumlenmisti… Hergun binlerce yurtseverden telefon geldigini ve bu ulusun sergiledigi bu tur hassasiyetin onlara guc ve moral verdigini yineledi.
O kadar guzeldi ki gencecik, guzelin guzeli hanim ‘Yuzbasim’i dinlemek. Yuzbasim Turkiye’nin ‘SIRNAK’indaydi ben ise Avrupanin herhangi bir yerinde….. O cok gucluydu, bense o denli gucsuz. O onurlu, gururlu ve dimdik duruyordu, ben yuzumu ellerimle kapamis, elimin tersiyle goz yaslarimi siliyorum ve oturdugum yerde iki buklumum….
“Hakkinizi helal edin, Komutanim” dedi, Yuzbasim.

On another issue before Congress, I urge members to oppose the Armenian genocide resolution now being considered by the House Foreign Affairs Committee. We all deeply regret the tragic suffering of the Armenian people that began in 1915. This resolution is not the right response to these historic mass killings, and its passage would do great harm to our relations with a key ally in NATO and in the global war on terror.

Ermeni tasarisi bugun oylanacak

Ermeni soykirimi iddialari ile ilgili tasari bugun ABD Kongresi'nin alt kanadi Temsilciler Meclisi Dis Iliskiler Komitesi'nde oylanacak. Turkiye, tasarinin kabulunu engellemeye calisiyor. Bush yonetimi de, tasarinin reddedilmesini istedi.
ABD Temsilciler Meclisi Dis Iliskiler Komitesi'nin 1915 olaylarina iliskin Ermeni iddialarina destek veren tasariyi oylayacagi oturuma iki saat kala, ABD Baskani George W. Bush, Disisleri Bakani Condoleezza Rice ve Savunma Bakani Robert Gates ile Irak'taki komutanlar ve Bagdat buyukelcisi, Beyaz Saray'da bir araya geldi.
ABD yonetimi, tasarinin kabul edilmesi durumunda ABD cikarlarinin ciddi bicimde zarar gorebilecegi uyarisinda bulundu.
Toplantinin ardindan Beyaz Saray'in bahcesinde aciklama yapan Bush, "Bugun Ermeni soykirimi tasarisini degerlendirecek olan Temsilciler Meclisi Dis Iliskiler Komitesi'nin uyelerini bu tasariya karsi cikmaya cagiriyorum. Hepimiz Ermeni halkinin 1915'te baslayan trajik acilarindan derin bir uzuntu duyuyoruz. Bu tasari, bu tarihi toplu olumlere bir cevap degildir ve tasarinin gecmesi, NATO'da ve terorizmle kuresel savastaki kilit bir muttefikimizle iliskilerimize cok buyuk zarar verecektir" dedi.

Babacan: "Iliskiler olumsuz etkilenir"
Dun CNN TURK'e konusan Disisleri Bakani Ali Babacan da, Ermeni tasarisinin Temsilciler Meclisi'nde kabul edilmesi durumunda, ABD ile iliskilerin "olumsuz" etkilenecegini kaydetmisti.
Baskanligini Demokrat Parti California Milletvekili Tom Lantos'un yaptigi ve 50 uyesi bulunan Dis Iliskiler Komitesi, bir milletvekili kisa sure once oldugu icin kalan 49 uyesiyle tasariyi oylayacak.
ABD'nin Avrupa ve Avrasya iliskilerinden sorumlu Disisleri BakanYardimcisi Dan Fried, tasarinin gecmemesi icin Amerikan yonetiminin, basta ABD Baskani George W. Bush ve ABD Disisleri Bakani Condolezza Rice olmak uzere her duzeyde kongre uyeleriyle bizzat temasta oldugunu soylemisti.

White House: Genocide resolution could hurt relations with key ally
WASHINGTON (CNN) -- The Bush administration Wednesday lobbied heavily against a House resolution that labels the killings of Armenians in Turkey during World War I as "genocide," saying it would hurt relations with a key U.S. ally.
"We recognize the feelings of those who want to express their concern and their disdain for what happened many years ago," Secretary of State Condoleezza Rice said outside the White House. "But the passage of this resolution at this time would, indeed, be very problematic for everything that we're trying to do in the Middle East because we are very dependent on a good Turkish strategic ally to help with our efforts."
The nonbinding proposal, which is to be considered by the House Foreign Affairs Committee, acknowledges the "genocide" of Armenians in the early 20th century during the collapse of the Ottoman Empire, which preceded the creation of modern Turkey in 1923.
"In the case that Armenian allegations are accepted, there will be serious problems in the relations between the two countries," said President Abdullah Gul in a letter to President Bush, who staunchly opposes the resolution.
Nabi Sensoy, Turkey's ambassador to the United States, told CNN the resolution's passage would be a "very injurious move to the psyche of the Turkish people."
He predicted a "backlash" in the country, saying there will be setbacks on several fronts: Turkish-American relations, Turkish-Armenian relations and the normalization of relations between the nations of Turkey and Armenia.
Defense Secretary Robert Gates said good relations with Turkey are vital because 70 percent of the air cargo intended for and 30 percent of the fuel consumed by the U.S. forces in Iraq flies through Turkey.
U.S. commanders, Gates said, "believe clearly that access to airfields and roads and so on in Turkey would very much be put at risk if this resolution passes and the Turks react as strongly as we believe they will."
"Our heavy dependence on the Turks for access is really the reason the commanders raised this and why we're so concerned about the resolution," Gates said.
The resolution, which has much support in the full House, is "calling upon the president (Bush) to ensure that the foreign policy of the United States reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing and genocide documented in the United States record relating to the Armenian genocide, and for other purposes."
A similar resolution passed the committee two years ago 40-7, but it never reached the full House floor.
Rep. Adam Schiff, D-California, the resolution's author and sponsor refers to "the systematic and deliberate annihilation of 1,500,000 Armenians as genocide."
The term genocide is defined in dictionary.com as "the deliberate and systematic extermination of a national, racial, political, or cultural group."
But this opinion is hotly disputed in Turkey, the predominantly Muslim, but modern and secular, pro-Western ally of the United States.
Turks argue that all peoples -- Armenians and Turks -- suffered during the warfare. But Armenians maintain there was an organized genocide by the Ottoman Turkish authorities, and have been campaigning across the world for official recognition of the genocide.
The resolution arrives at a particularly sensitive juncture in U.S.-Turkish relations. The United States has urged Turkey not to send its troops over the border into northern Iraq to fight Kurdish separatist rebels, who have launched some cross-border attacks against Turkish targets.
Observers of U.S.-Turkish relations have argued such a House resolution could make Turkey less inclined to use restraint in dealing with its longstanding problems with the Kurdistan Workers Party, known as the PKK.
Schiff, who represents a southern California district with many Armenian-Americans, said the "bipartisan measure currently has 226 cosponsors, more than a majority in the House and the most support an Armenian genocide resolution has ever received."
"The United States has a compelling historical and moral reason to recognize the Armenian genocide, which cost a million and a half people their lives," said Schiff. "But we also have a powerful contemporary reason as well. How can we take effective action against the genocide in Darfur if we lack the will to condemn genocide whenever and wherever it occurs?"
That is a reference to the violent conflict in the Sudanese region of Darfur.

The Armenian Genocide As a Case Study in Today's Middle East Relations

A sensitive bill is about to go before the US Congress, and it won't be the first time that this initiative has been struck down by careful congressmen- only this time for the wrong reasons. The word "genocide" is not taken lightly in international arenas, and this means that governments have to be especially careful of which atrocities they recognize as genocide and which they give credence to as horrible human tragedies- but no more. If the United States recognizes the deaths of between 300,000 (Turkish estimates) and 1.5 million (Armenian estimates) Armenians as genocide, it may cause new lines to be drawn in the sands of the Middle East, but it would also be a courageous gesture in an era when moral certitude is lacking in foreign policy. Here are some considerations to think about in recognizing this event as genocide.
The main agitator against the bill's passage is of course the modern state of Turkey which- if it tried- could better disassociate itself from the triumvirate of bad Pashas during World War I who ordered the systematic annihilation of Armenians in Turkey. The initial waves of Armenian slaughter must be understood as the attempts of the Young Turks in the weak Ottoman government to establish a modern, though powerful state that would be exclusively Turkish and Muslim. They were assisted by the Ottoman Pasha's ill-conceived decision to side with the Germans and Austrians, which pre-destined the country to partition along ethnic and religious lines if the Axis should ever lose the war. With that concern foremost in his mind, the Pasha allowed for the legal expulsion of Christians from the territory of Turkey. Because of its geographic dispersion throughout Turkey, it was the Armenian community which would suffer the brunt of this measure, since the Turkish forces who were fighting against the Russians in 1915 were severely defeated by an army that was comprised of- understandably- Armenians. Sensing a Christian conspiracy, the Turkish government in Istanbul began conducting a purge of those territories where Armenians resided and allowed for revenge to be taken out against them. Interestingly enough, the conceptual genocide may have been ordered by angry Young Turks, but it was physically carried out by another ethnic minority within Turkey- the Kurds.
This presents an interesting paradigm in current Turkish-Kurdish relations which can be relegated to "very bad" when one considers Iraqi Kurdistan today. The Turks of 1915 were not powerful enough to secure their eastern frontier and relied on the Kurds for the nefarious job of driving the Armenians out. To be specific, there were two large groups of Sunni Kurds in the region, and the Ottoman government was successful in turning them against each other while giving the Ascheti Kurds a dominant position in return for carrying out the atrocities. As a result, Kurdish tribes at that time became estranged from one another because of their poisoned relations with the Turks, and this animosity continues in Kurdish politics to this day. The irony here is that if the Kurds can be blamed for the Armenian executions, then the present Turkish government has a useful propaganda tool at its service.
Turkish tradition dictates that any tarnishing of family honor be punished severely, and for this reason it is illegal to speak "against Turkishness" in public forums. The dishonor enters when one considers that the country's beloved founder- Mustafa Kemal Attaturk- was one of the army officers who carried out the genocide in both 1915 and 1920. To criticize Attaturk is paramount to disrespecting one's father, and for this reason Turkey will not accept the label of genocide for what happened in the eastern regions of the country. The Turkish-Armenian War was fought in 1920 and won thanks to Attaturk's leadership, which further exonerates the Turks from guilt, since the Armenians were the ones who had declared war. As the Turks advanced on one side into Armenia in 1920, the Bolsheviks advanced on Armenia from the other, and by the end of the war the tiny republic had been reduced in size by one-half.
The implications for today's Turkey are considerable, since many in the international community have already recognized the event as genocide. Firstly, the United States stands to lose two allies- the Turks in Ankara and the Kurds in upstart Iraqi Kurdistan. There will be social backlash against America in Turkey, and it will benefit the Islamists and their cause for returning to religious traditions if the US admonishes them for this historic crime. The Kurds, however, will feel a national victory in that their nation will be able to claim a moral distance from the Turks, despite their participation in the crime, and further their efforts for statehood.
Last to consider is Israel; relations between Tel Aviv and Ankara in the post 9/11 Middle East have been exceptionally good, but there is the historic equivalent in the Armenian holocaust which many in the International community are pushing Israel to recognize. Turkish-Israeli cooperation will suffer if the Americans recognize Genocide in the Armenian massacre, since Israel is known for standing behind US policy as long as it doesn't outwardly jeopardize Israeli security. In the end, no one will benefit from a strong American stand on this issue.
The irony lies in the fact that while the Congress of the United States may well pass the bill- as it has done more than once in the past- the Senate will have a hard time mustering up the votes necessary. In the end, short-term political gains will be sacrificed for the moral courage to stand with the international community and call a spade a spade. In this way, the foreign policy maxim of the Bush administration will be upheld- "you are either with us, or against us"- and in this case Turkey and Israel will rest easy with America's moral vacillation where national security is concerned.

Harman wobbles on genocide
After co-sponsoring the Armenian genocide resolution, the Westside congresswoman now opposes it.

Rep. Jane Harman (D-Venice) is absolutely right: U.S. foreign policy should reflect "appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing and genocide." Further, the president should indeed "accurately characterize the systematic and deliberate annihilation of 1,500,000 Armenians as genocide." That's why Harman is one of more than 220 members of the House to co-sponsor a worthwhile, nonbinding resolution containing precisely that language.
Harman is right about something else as well: Turkey is an invaluable NATO ally and strategic partner in the always combustible Middle East. It is arguably the most important friend both the U.S. and Israel have in the Muslim world, and the most reliable country on Iraq's border. Ankara's ongoing modernization and painstaking integration with Europe provide a crucial example to the largely misgoverned Muslim world: that a secular state can be the path to prosperity, not hell.
These two sets of facts, being factual, are not in conflict. Nor should they have anything to do with one another. Yet the government of modern Turkey has invested enormous diplomatic capital and cash in denying the genocide committed by its forebears and warning weak-kneed U.S. politicians -- from President Bush on down -- that a symbolic vote to call the events of nine decades ago by their proper name will create, in the words of Turkish President Abdullah Gul this week, "serious troubles" for U.S. diplomacy.
The latest American to go wobbly is none other than the usually steely-eyed congresswoman from L.A.'s Westside. Last week, Harman sent a letter to Foreign Affairs Committee Chairman Tom Lantos (D-Burlingame) urging him to withdraw from consideration the very bill that contains her signature. "Following a visit to Turkey earlier this year," she wrote, "I have great concern that this is the wrong time for the Congress to consider this measure. . . . We should avoid taking steps that would embarrass or isolate the Turkish leadership." The bill is scheduled for a committee vote today; should it pass and reach the House floor, Harman intends to vote no.
Harman herself is not shy about using the word genocide, and defends her flip-flop on grounds of exercising foreign policy "realism" while hoping for eventual reconciliation between Turkey and the descendants of those who were slaughtered. But "realism" is not respected by denying reality, and friendship is best expressed through honesty, not the indulgence of irrational threats.
Legislators like to congratulate themselves when they call evil by its proper name. But the real mark of courage is speaking truth when it's inconvenient. The Foreign Relations Committee should pass the recognition resolution, and Washington should rediscover the basic fortitude to say officially what history knows to be true.

WASHINGTON, Oct. 9 (Xinhua) -- The United States on Tuesday expressed opposition to Turkey's attempt to launch a unilateral incursion into Iraq in pursuit of separatist ethnic Kurds.
"I am not sure that unilateral incursions are the way to go, the way to resolve the issue," U.S. State Department spokesman Sean McCormack said of Turkey's latest warning that it would authorize an military operation inside Iraq against Kurdish rebels if it deemed necessary.
"We have counseled them both in public and private for many, many months (on) the idea that it is important to work cooperatively to resolve this issue," McCormack told reporters.
Also on Tuesday, U.S. National Security Council spokesman Gordon Johndroe said that the United States would be working with Turkey and Iraq to combat the separatist Kurdistan Workers Party, or PKK, which has carried out a series of attacks in Turkey.
But he declined to say whether the White House would support Turkey authorizing a possible incursion into northern Iraq, where the PKK militants are believed hiding, calling that a hypothetical question.
In addition, White House spokeswoman Dana Perino also said that the Bush administration would be "committed to working with Turkeyto deal with the terrorism problem, with the PKK in northern Iraq."
Asked if Washington would support an incursion by Ankara, the spokeswoman said "I think it's premature."
Turkish President Abdullah Gul has vowed to take all necessary measures against Kurdish rebels, including a possible incursion into northern Iraq after a total of 13 Turkish soldiers were killed on Sunday.
The PKK, listed as a terrorist organization by Turkey, the United States and the European Union, launched an armed campaign for an ethnic homeland in the mainly Kurdish southeastern Turkey in 1984, sparking decades of strife that has claimed more than 30,000 lives.
Sean McCormic is quite correct. As Americans and particularly Turkish-Americans we should also be against the unilateral Turkish incursion into Northern Iraq to pursue PKK terrorist!
Instead, Turks should gather together a "Coalition of the Willing". In this regard they should look for some allies. I suspect they can precure a squad of Turkish Cypriots, and platoon of Azeris. Turks always had good relations with Afgans but they really have problems at home but may spare a symbolic flag. How about our central Asian bretheren? They may come up with a fireteam or two each.
Hell! Turks should have the best playbook. Look how we invaded Iraq. We even have our own private security firms akin to Blackwater. I dare to mention the name for fear of insults. Once we add the private armies, we end up with the "Coalition of the Willing"
But there is a problem even Turkey put together the "Coalition of the Willing" Check it out, "It is premature!" Yes of course it is premature since this has been going on since 1984.
Instead Turkey should invade a totally unrelated country of their choosing from where they could exploit the natural resorces of that unrelated country, create a total havoc, destroy the infrastucture and eventually split the country to three unrelated pieces.
