OK, Mr. Atul:

 

Here is my first estimate as to how to do this:

 

You must screen/pretreat stream to remove large objects and general detritus/grit.

 

For a demo unit, 1,000 l/hr equates to a US 4-5 GPM electrocoagulation unit (EC) which is a compact method to obtain both secondary and tertiary treatment which is what you need for re-use.  A demo unit The unit would sell for about $50,000 US complete with power supply (see attached).  Biological could be used but these devices are much larger and require more follow-on processes to reduce NH3 and P. 

 

We suggest the pre-assembled GlobalSep LPR 60 for this test purpose which would cost about $50,000 ex factory.

 

The suspended solids produced need to be separated by a lamella, clarifier or filter and the fine filtered so as to not plug or clog any irrigation nozzles or to minimize affects in flushing.  We would recommend using a silicon carbide ultrafilter (UF) which will separate these materials and reduce suspended solids to an acceptable level while also removing any residual pathogens which EC did not remove, which it should.  A preassembled skidded pilot for this purpose would sell for about $70,000.

 

You may need a holding tank reservoir to chlorinate if you need a residual level only, and to serve as the head tank to transfer the treated waste to recovery.

 

You need to place all equipment on a skid and pipe and wire for central control.

 

I hope your client has an estimator to do this to get a grant.  I cannot do much more in terms of process or design input or full CAPEX and OPEX without being on retainer.  I have done these things in the past as they are part of my environmental/water process expertise.  My colleagues are degreed, licensed professional engineers in chemical, mechanical,, and environmental engineering and I would turn over the project detail work over to them, as I am mainly involved in the process/business/marketing aspects.

It is a civil sewage waste only.

Yes, you are right. Treated water shall be used for flush, irrigation or for cleaning purposes.

 

What is the treatment standard?

Agriculture grade or as above.

 

Then I must ask if this is a preliminary or serious inquiry.  I have consulted to KPMG USA in the past and to answer all your questions is a costly process, but I will take the first steps with you if you provide more input.
