EV POLICY UPDATE for SB6354

Hello electric vehicle advocates! Entering the final two days of the 2026 Washington legislative session, the direct EV sales bill is one step away from passing, but will still need support to make it through the House of Representatives. Following are details:

Senate Bill 6354 - EV Direct Sales. Sponsors Sens. Liias and King. Allows direct sales of BEVs by Rivian and Lucid, and requires in-state service centers and dealers licenses. After a public hearing last week, the House Transportation Committee approved this legislation on Monday morning, March 9, on a bipartisan vote of 21-4. Both Republican and Democrat representatives spoke in support of this compromise as a sensible policy update that probably will need to be revisited in the future as EV direct sales policies and practices evolve. Representatives also approved an amendment that adds $25 to the administrative fees that all dealers charge on each car sale, with the proceeds to be split between the transportation multimodal account and a new fund for instant rebates on the purchase of EVs by "vulnerable populations." As the legislative session nears its end for this year, the bill has been fast-tracked through the Rules Committee to the House floor.
