Disabling cell radio but leaving WiFi on

Periodically I work at another site where cell signal is mostly blocked
by the building. I've noticed that my battery drains a lot faster than
usual (presumably by searching for a cell signal). I'm using an HTC
Thunderbolt rooted and running Android 4.0.4.

There is WiFi in the building (though I can't use it because the network
setup only allows corporate devices running their network software). So
I want to setup a rule that turns off the cell radio when it detects one
of the building's WiFi APs. However, I DON'T want to put it in airplane
mode because then it won't be able to automatically turn the radio back
on when I leave the building. GPS isn't a good alternative to the WiFi
AP because it also doesn't reach into the building, plus I want it to
automatically turn back on by the time I reach my car.

There don't seem to be any profile options for turning off the cell
radio. I've tried the local better airplane mode plugin, but it doesn't
work (nothing gets turned off when the rule fires).

How can I achieve what I'm looking to do?
