Enforce Rule Scanning disabled but it still changes settings

So let me first start by stating the obvious... I probably do NOT have SP conditions and profiles set up correctly.  I have some basic profiles that are time-dependent.  During the day, I often listen to my MP3 library or other sound sourced (streamed, mostly).  My Daytime profile has volume set to 100% which is ideal given the noisy environment I work in, but when I put my headphones in, I need to lower the volume.  However, I have noticed that the volume will invariably go back UP to 100%, despite my having set the Enforce Rule Scanning to 0 (disabled).   In the evening, I have a Nightime profile that reduces the volume and dims the screen.  However, there are times that I need to lower the screen brightness all the way and turn the volume down all the way...  None the less, it will revert to the profile settings shortly after.

What am I doing wrong ?
