I do see the same issue but I am not able to find many people mentioning about it.
Is this a localized issue or is there a workaround?

I've noticed an important bug though, although it's a little specific. I use The Marvelous Suspender extension which suspends unused tabs.

Let's say I have saved a collection as follows:
Window 1 (normal):
Tab 1
Tab 2 (Suspended)
Tab 3
Tab 4 (Suspended)
Tab 5 (Suspended)

Window 2 (incognito):
Tab 1
Tab 2 (Suspended)
Tab 3
Tab 4 (Suspended)
Tab 5 (Suspended)

When I press "Open", Window 1 opens normally but from Window 2, only Tabs 1, 2 and 3 open in an incognito window. Tabs 4 and 5 open on a normal window with the other 5 tabs from Window 1. Only 1 suspended tab can open on an incognito Window (Tab 2 in this case).

I really hope it gets fixed soon because even if it's somewhat specific, it makes the extension practically unusable for me, for now.

+1 on this bug report. The new update doesn't seem to handle chrome-extension:// tabs comfortably. As the OP said, tabs that are currently not suspended by The Marvellous Suspender are handled normally since they begin with https:// addresses. Suspended tabs have their URL encoded into a chrome-extension:// tab (the format being chrome-extension://[extension ID]/suspended.html, with anything following the .html being the suspended URL and page title).

This is a confirmed bug and we'll take a stab at fixing it as soon as some of the higher-priority items have cleared out of the queue.

For the record suspender compatibility was never officially supported, but we're in agreement this needs to be fixed.
