Restore recreates all of your saved collections and history. The restore process doesn't open any windows.
Furthermore, backup doesn't include open tabs (unless there's a recent version in history or you save them explicitly as a collection before running backup).

So, I saved the 2 SB backup files (one from Edge SB and one from Chrome SB) and also 2 SB data backup files (from C:\Users\myself\AppData\Local\Google\Chrome\User Data\Default\IndexedDB), as the SB Support pages instructed.
The problem came AFTER I restored the Chrome Bkp file on the new W11 PC.
1. Chrome opened only 5 browser windows instead of the 15 windows that I have on the old W10 PC.2. Within one of the 5 windows, there are several tabs that actually pertained to different windows at the moment of creating the Backup file.
