not reopening chrome's app windows/custom PWAs

So if you go to `⋮` > `save and share` > `Install page as app` you create some approximation of a PWA.

Session Buddy does not handle these properly.
1. they're never opened.
2. If you click on them directly, they open in the wrong window, i.e., not in the PWA window.

3. the workaround to right-click and then select open in <app type> window is tired and cumbersome.  the new window opens in front of the session buddy tab, requiring a lot more work to continually go back and forth opening all the PWA windows.  this defeats the purpose of having session buddy...chrome can do this poorly by itself.

I don't see a github where issues can be filed so I don't know how to get this added as a FR so that these open the way they should.

NB: Sometimes (and I think it's chrome doing this) they do open.  Session Buddy does not handle the PWAs properly.

Thanks.  GNOME's been crashing enough that this has become important enough to use Groups.  Sorry, never been able to use this format.
