Invitation to Dalit Parliament, Dec 9-10, 2006

 

More than 5 million Dalits that constitutes one fourth of the total population of Nepal are economically, socially and politically marginalized due to caste discrimination and untouchability harbored by the state regime. Political changes so far brought about changes but central to Singha Durbar only. Only specific class, caste and community could capture benefits while Dalits denied access to state resources could not claim rightful share. In an expanded democratic space, post the historic people uprising in April - marked by the sacrifice of 4 Dalits as well -  have hinted at potential opportunities to reclaim rights denied so far and put an end to age old marginalization of Dalits. The recent political and peace agreement has unfolded positive atmosphere to this end. But its actualization is equally challenging. Massive debates on Dalit issues would also contribute in realizing a goal of democratic republicanism.

 

Rastriya Dalit Network (RDN) for the past four years has been initiating 'Dalit Parliament' in the far western Nepal with a conviction that reservation is key to just compensation of rights denied so far and it should ensured by the constitution of the state. However, this time under the milieu of changed political scenario, RDN together with Community Development Organization (CDO), Collective Campaign for Peace (COCAP), Jagaran Media Centre (JMC), Community Self Reliance Centre (CSRC), Federation of Community Forest Users Groups in Nepal (FECOFUN) and more than dozens of civil society organizations from various parts of the country engaged in campaign for democratic republicanism and participation of marginalized groups in constituent assembly are collectively organizing 'Fourth Dalit Parliament' in Kathmandu with a lead slogan "Dalit movement for democratic republicanism and complete freedom, new constitution for constitutional reservation and restructuring of state" . Renowned leaders of eight political parties, leaders of Dalit movement from India and Nepal, Citizens' Movement for Democracy and Peace (CMDP) will be participating in the two days program. We heartily invite your presence.
