Write problem with Windows 10 build 15063.540

Today I faced with a problem on Windows 10 build 15063.540 which I has no idea why!!! it was working with previous Windows 10 versions.. (I tried a fresh installation of this windows version and it's the same - not working)

The problem seems linked to a delay time in two writes, I tried to increase the delay time then I got response from my devices (via usb-to-serial)
