Building Serf for Windows or Arm64

Hello, I'm new to Serf and Golang so I hope my first question isn't exceedingly stupid. I'm trying to build Serf for Windows on Arm64. After installing Go, MinGW, the Serf repo, along with the other prerequisites, I try "make" and get an error telling me essentially that only OSX is supported:

C:\Users\***\go\src\github.com\hashicorp\serf>make

Can't setup interfaces on non-Mac. Error!

make: *** [subnet] Error 1

Is it possible to build for Windows on a Windows box, or will I need a Mac to do this?
