Hello everyone. I see no number-theoretic justification for including 0 as the first row of the irregular triangle  A304038:

Can that row please be deleted and the name (%N) and Mathematica program be changed accordingly, along with changing the offset to 2, 2?

It looks to me like Ilya may have included that row for consistency with A05539.
