Seat Availability question

Hello,

I see that recently the estimated_seat_availability field has been added onto transitview. I am just wondering if this live data is taken from buses equipped with the Automatic Passenger Counters (APC) or is this from the dataset that was recently released for this week? The reason why I asked is that I see some discrepancies between the two at a given time and location, trip id, and route.
