I have explored this extensively and checked on windows forums and there is no way to do a direct port of this as of right now. It has to be done by hand. Perhaps a developer could write a shell script or program that could automatically make these conversions (which probably wouldn't be too hard on the Linux side of things because of the standardized format of icon themes).
Currently I'm doing this by hand with a Windows app called Icon Packager by Stardock. How to handle windows part I am unsure as I am not a windows developer. I think it could probably be done for a lot of applications using shell scripts and regedit though... hmmmm perhaps.

Windows icons haven't changed much over the years and they're not something we think about too much, even though we click on them every day. One thing we can probably agree on is that the default icons on the Windows desktop or in the Explorer can be a bit plain - but, we can easily change that using IconPackager!

The program comes with several high-quality icon packs that you can start using right away, but I definitely recommend downloading even more. There are a wide variety of styles available to achieve the look that you desire for your desktop.
Just head over to the IconPackager gallery and start browsing. When you find a theme you like, just click the download button to get it. When you double-click the file, it will install to IconPackager.
its a bit sad that i got the full pack of object desktop and for the icons there is 5 only, and once you try to download more they ask for money and the ones that I manage to download does not even has all folders, and then my pc slows down because this programs sucks cpu. not happy at all
