national funding formula

Dear All,
There is a posting this week in the TES about the need for a national funding formula and I wonder what your opinion on this one is?
 
3 questions:
 
1. Do you think there should be a standard minimum per pupil funding?
2 Do you think the pupil premium should be ring-fenced and
3. what are your views regarding a national funding formula and categorisation system for SEN? And do you have any suggestions as to how it could be designed?
