Date/time formatting in Thunderbird right now is a bit of a mess. :-/
The detailed format you see in the X-Send-Later-At column is not specified by Send Later. All Send Later tells Thunderbird is to display the year, month, day, hour, and minute in whatever format Thunderbird thinks is appropriate. If it's not doing the right thing, I'm afraid I don't know how to fix that.
It is not currently configurable in Send Later.

In my Windows OS I have my time formatting set to 24-hour and date formatting set to 2-digit year. Thunderbird honors this and shows 24-hour time with 2-digit year in message lists, but the Send Later column in the Drafts folder does not and always shows date/time formatting with 4-digit year and time in AM/PM format.--
Where is the setting (if there is one) to adjust the date/time formatting for the Send Later column? I could not find an obvious location to adjust this.
I will attach an image to show what I mean. Currently the column will show a scheduled delivery time such as 6/4/2019 2:30 PM regardless of what the OS date/time formatting is set to, and I'd like it to instead show 6/4/19 14:30.
