Summary: In a Windows Console TSE session this tool can switch between the most-used western code pages: 437, 850, and 1252.

Thanks to a user I found out that Chcp requires a Windows Pro compatible Windows edition.
Such editions do not include Windows Home, and do include Windows Enterprise and Windows Education.
In the dark ages there were two Windows Ultimate editions: They are probably compatible.

Sorry, I might have reported erroneously.
My conclusion was that Chcp did not work for a user because he was using a Windows Home version, and Chcp uses the Windows function SetConsoleOutputCP, which according to its documentation requires Windows 2000 Professional upwards.
But when I did an inventory of macros that use "Pro" Windows functions that conclusion did not hold up:
There is at least one such macro that reportedly does work in Windows Home, and many such macros that would have been reported if they did not work on a Windows Home edition.
Researching this I found a claim that Microsoft usually supports a Windows release's "Pro"-specific functions in the Home edition of next releases.
So for the user who reported Chcp not working, their (old!) Windows Home edition might not be the cause.
For other users of Windows Home editions, you can try Chcp after all.
