Main change is to get MarkChar() and MarkStream() working the same (as
close as possible) for Copying/Cutting to the editor's native
clipboard and the Windows clipboard.

Get in sync with the Windows version.

Given the release notes I also published a test of TSE's MarchChar() command in combination with TSE's copy commands:

It reveals an edge case where Copy() and CopyToWinClip() differ from CopyBlock().
