Tested in a freshly installed, unmodified GUI TSE using win.ui.
Answered all 4 cuamark's configuration questions with "Yes".

To reproduce:
Open a not-empty file.
Shift-mark a string.
Press <Ctrl C> to copy the string to the Windows clipboard.
Use TSE's File Open menu.
In its prompt press <Ctrl V> to paste the Windows clipboard contents.
TSE pops up the warning "Read error:".
After pressing [OK] it does paste the Windows clipboard into the prompt.

My tests indicate the bug exists since TSE v4.50.18 (19 Dec 2025).

Found it and fixed it. It will be available in the next version.
Thanks for the report!
