New "Case" tool

This tool allows you to add key definitions for handier versions of upper,
lower, flip, and capitalize to your user interface file.

"upper", "lower" and "capitalize" advance the cursor to the next word when
they are not used in a block.

"flip" advances the cursor to the next character when it is not used in a
block.

"capitalize" also works outside a block.

Very cool, thanks very much. I use this feature in emacs constantly, so it's great to see it in TSE.
