Can a dropdown use a label to trigger actions?

I have a case where I am trying to use a label to open / close a dropdown rather than a button or icon. 

Is there a semantic way to identify any element as the trigger for opening / closing a dropdown?  (the examples in the documentation seem to be limited to buttons and icons)

Any pointers for using a label to open a dropdown would be much appreciated...
