Form input that goes to article if created, form if not created

Is there a form input type that will go directly to the article page
if it has been created previously but will go to a specified form for
that query if the article hasn't been created?

I know there is the forminput parser function, but if the article
already exists it still puts you in the form with the information
filled out.
