Hi,

If you want to add frames to the official release of FrameNet, you could ask Collin Baker (https://www.icsi.berkeley.edu/icsi/people/collinb).

If you want to add a frame just so that SEMAFOR recognizes it as it parses new sentences, that could maybe be done, but I've never done it, so I'm not sure everything would work. It would involve annotating sentences, updating the xml files in the training/data/framenet15/ directory, and retraining SEMAFOR (and hoping it works).
