Selenium C# API

All,

I am new to Selenium, please help me to setup an automation framework
for web application.
Do we have Selenium C# API to automate the webapplication using
keyward driven methodology? I have script as advised to read excel for
logon details to logon application but ended with following error.

SeleniumTesting.ExcelRead.ExcelDataDrivenTest:
SetUp : Selenium.SeleniumException : Failed to start new browser
session: Error while launching browser

Please help me.
