Waiting For Proxy Tunnel when kicking off a local Selenium test through google

Hello,

I dont know if I should be posting this here or in a Chromeforum, but my problem is as follows:

Specs:
Windows 8
Latest Chrome update
Selenium 3.3.0

Whenever I run a Selenium test with Chrome, my tests are delayed about 30 seconds due to a "Waiting for proxy tunnel" message shown in the bottom left hand corner of Chrome. Whenever I run tests in Firefox and IE, I do not have this issue. Chrome will wait about 30 seconds, then proceed to start the test.

Note that I do have an issue on my PC where the system sometimes automatically checks the "Use a Proxy Server For Your LAN" checkbox on the Connections->LAN Settings tab in Internet Options. When this automatic check occurs, my internet connection is broke. I then have to manually go uncheck that. I don't know if this issue is related or not.

I have reinstalled Chrome, cleaned the registry, used CCleaner, malware removal, etc.
