Getting org.openqa.selenium.TimeoutException: No connection could be made because the target machine actively refused it. (os error 10061)

 org.openqa.selenium.TimeoutException: No connection could be made because the target machine actively refused it. (os error 10061)

The above error appears when i run  the feature file it opens the browser but is not navigating to the url.

Not Sure which class to refer to in order to get this issue resolved any inputs would be helpful
