I copied some old selenium code that uses JXL yesterday and had the same problem. I used the Eclipse recomendation to "add declaration"
 
which added "public static void main(String[] args) throws IOException, BiffException {" and everything worked fine.

Please save your excel sheet with .xlx extension instead of .xlsx.
