Proposing Dounia Berrada as a committer

Hi everyone,

Adam pointed out that there's been a lot of changes recently being
committed "on behalf of" Dounia Berrada. I'd like to propose her as a
full-fledged committer. Her focus has been on the Android driver.

Full disclosure: she is a Googler, but she's genuinely interested in
the project and has been very involved with it.

Please vote with a +1 if you agree to Dounia becoming a committer, a
-1 if you disagree and a ~1 if you're not really bothered.
