Governance Docs PR

I forgot this list even existed, so it was suggested I cross post something from #commit-bit-and-friends on Slack to here.

The project has succeeded without too much formality (or possibly in spite of) for 15(?) years, but with Simon stepping down at the release of 4.0 we need some structure to ensure the project continues another 15. This is the first part of that groundwork.

Diego Molina's Governance PR has been open since December 3rd with periodic discussion. I would like to call a vote to either accept it or quash it by Friday, February 14 at 12:00:00.

So we don't get bogged down in the logistics of 'who gets a vote', for this purpose, if you have the commit-bit, you have a vote. Vote by adding yourself to the PR;

- voting yes is approval of the pr

- voting no is 'request changes'

An update on this; we decided to keep the PR open until at least March 3rd when there is a call with the SFC. If they are not going to provide feedback in a timely manner will merge it in and modify as we go along.
