Hello,
Not sure about a desktop app, but Sefaria does have an iOS app and an Android app that allow you to do this — download partial libraries or the full library over wifi so you do not need an internet connection to use it. I know this because I downloaded the libraries on my (very old) iPad. I also downloaded the libraries on my Samsung 7 Galaxy, I believe I saved it to my SD card for storage. Sefaria really thought of everything :)
Hope that helps …. although it still is not a desktop app, of course. Perhaps your “Electron” link would be useful for that :)

Like KW said, we offer offline access on our mobile apps because there is a lot of demand for that platform. There is much less demand for a desktop app. Our app is currently coded in React Native which does have a port for Windows (https://github.com/Microsoft/react-native-windows).
Anyone is welcome to port our mobile repo here: https://github.com/Sefaria/Sefaria-iOS and make it work on Windows. We're happy to help with specific questions you would have along the way but this is not currently our priority.
