I'm not using it, but I've noticed that the Url Expander plugin seems
to be a bit temperamental these days, so perhaps there's something
going around?

This can be related to Twitter rolling out t.co wrapping for all links exchanged on their platform. This would cause an indirection chain like:

t.co > bit.ly > actual link

This might confuse the unshorteners, but that's just a guess.
