Exciting news, I have made contact with GENSO, and their stuff says Linux so that has most of my questions answered.

Dear Mr. Dumont,
It is always a pleasure to know that there is interest expressed for an
Educational project such as GENSO.
In case that you would be interested to find out information about
hardware equipment that has already been used in other educational or
radio-amateur ground stations, please have a look at the attached
documents.
To answer your question about how to involve these stations in the GENSO
Network that is quite easy, by simply installing the GENSO Software
Applications in your station and specifically the Ground Station Server
(GSS) which will be capable of controlling all of the hardware equipment
and operate the station automatically. Let me share with you though that
the GESNO software is under heavy development by our University Teams at
the moment and not yet ready to be released publicly.
Furthermore, let me inform you that we have just released a Call for
Proposals for interested students that want to participate in GENSO
[
http://www.esa.int/esaCP/SEMSOC5KXMF_index_0.html]. A similar proposal
will also be announced during the second quarter of 2009 probably, for new
ground stations to be involved in the Beta Testing Phase, in which you and
your ground station could of course participate.
To conclude, please bear with us, and we look forward to welcoming you
into the Network once it is ready.
Best Regards,
Viktor

GENSO: GENSO participation
This is an enquiry e-mail via
http://www.genso.org from:
Nathan Dumont <
nd...@bath.ac.uk>
I am involved in a student project to build a ground station in Bath,
England, and possibly to be involved in organising other teams building
similar installations in India and Canada through SEDS (Students for the
Exploration and Development of Space). We are interested in integrating
these stations with the GENSO network, and would like more information on
what is involved.
Regards,
Nathan Dumont
