Sorry, I've never used sedona workbench. I think it's not maintained anymore.

As I know earlier versions of CPT tool were able to connect to any
sedona controllers. But the last I used worked only with controllers
that has vendor='easyio' in their sedona platform desciptions.
But maybe with latest version something has changed.
Niagara 3.8 should be ok.

Are you sure that correct kit and platform manifests and are
installed in sedona data folder in CPT tool?
