Date of Issue: 01-07-2026 Highlights of the Circular :
DPs are advised to refer Communique no. CDSL/OPS/DP/POLCY/2023/211 dated April 03, 2023 and CDSL/OPS/DP/POLCY/2025/618 dated September 12, 2025 regarding verification of Mobile Number Revocation List (MNRL) published by TRAI.
In view of the above, DPs are requested to take note that as per the guidelines issued by the Department of Telecommunications (DoT), in addition to the Mobile Number Revocation List (MNRL), a reactivation list is provided to identify cases where mobile numbers have been reconnected to the same subscriber within a period of 90 days by the Telecom Service Provider (TSP), due to specific reasons. DPs are required to remove such numbers from the Enhanced Due Diligence/ action.
CDSL shall make available the list of such BOs wherein the mobile numbers are appearing in reactivation list provided by DoT, which match with the mobile number/s updated in the existing Demat account/s mapped under concerned DPs on monthly basis (by 15th of every month from July 2026) in respective DP’s billing folder with file naming convention as BLNG<DPID>_REACTMOBNO_DDMMYYYY. Accordingly, DPs shall unfreeze the BO account which has been frozen on account of MNRL on such demat accounts which are mentioned in “Reactivation Data of DoT”.
Further, as per the advisory received from SEBI, for mitigating the potential misuse of mobile numbers, DPs are required to create login credentials on the DoT portal for handling MNRL-related grievances.
