***WHO SHOT MAYOR NORMAN B. RICE?***

I, Kurt Hettiger, am a former Seattle Water Department employee, a
former front line worker in the Distribution Section. In 1993, I was
given an opportunity to help develop and initiate a two-year training
program in water technology. Things went a little too well and the inedpt
managers and political hacks that the City of Seattle hired to bungle and
sabotage progress and
productivity were so disturbed by my success and enthusiasm (for an
endeavor they did not and can never understand). They fired me, on
November 3, 1993 . And when I balked, they told me I had quit. Since I
should know better than they whether or not I quit, it was obviously an
outrageous and barefaced lie. So, while they were telling everyone around
the Water Department I quit, I copied the letter telling me I was fired
and proceeded to hand it out to my former co-workers.
And every sinceNovember 3, 1993, I have been handing out flyers (jokingly
named the Seattle Water Department Solidarity Newsletter) to my former
co-workers; flyers that explain, to coincide with my continuing
investigations into corruption and incompeence, how the buffoons in
Seattle City government abuse the public trust, steal City services, spend
three hours at lunch on City time, etc., etc., etc.

What has it gained me? No much so far, but after I exposed
illegal activities by the Seattle Water Department's former human
resources director, she resigned. After I exposed innumerable corrupt
practices by Robt. P. Croncznack, Water Department superintendent, he
resigned. After I reported Seattle Deputy Mayor Bob Watt being present at
the shooting of Mayor Norn Rice and assisting in the cover-up, he
resigned. I'm still hoping to get a few more people to resign. It just
takes persistence and commitment. And I have that. Much to the City's
chagrin.

I want the people who fired me and lied about me to lose their
jobs. Barbara Wright, Director of SWD Operations, is an English major
from Nebraska who was given the job of running the largest water utility
maintenance section in the state. My god, she's a typist. What will she
ever know about water? Phyllis Schleskenburger, another former typies who
feels her job is to make coffee and cookies for her crews, manages the SWD
warehouse and transportation systems. She was given her job by Ms.
Wright. Tish Johnson, who used to work at City Hall, until she gave an
illegal unsecured minority loan for a funeral parlot to personal friends
of Mayor Rice, manages the Apprenticeship Program, and had to fire me to
cover the fact that she hasn't got a clue. With her in charge, SWD hasn't
got a program. Finally, there is Jan Ludke, who is famous for telling
anyone who questions bad management and illegal activites, "If you don't
like it, get out!:.

Anyway, that's MY side of the story. And I can gack it up with
proof. All they can do is keep in telling lies and getting caught in
them. I have a claim going at the EECC, and I am preparing a lawsuit
against the Seattle Water Department and the City of Seattle and the City
Attorney's office. Best of all, I'm having a really great time.

But what about the shooting of Mayor Normal B. Rice? Well, when I
got fired I had some time on my hands, so I started documenting illegal
activities around the City of Seattle, video taping managers stealing
their paychecks, etc. Now, there was always this story going around about
the shooting of the maj\yor, and the cover-up, and all sorts of things.
So, I started back-tracking events. Yes, Mayor Norman B. Rice was shot.
Shot while performing oral sex on Deputy
Mayor Bob Watt, at the Mayor's home in Leschi. The mayor was shot by a
person very, very close to him. (A man's enemies can be those in his own
household.)

If any of you watched the news during the January 1993
inauguration of President Clinton in D.C. you may recall seeing Mayor
Normal B. Rice with Clinton in a publicity mode, and, what's this, ol'
Mayor Norman B. Rice has his arm in a sling; "an accident in the home" we
were told. Here is Norm Rice obviously recovering from somthing serious
enough to have his arm in a sling,
but thre are NO records of his being treated for any "in the home"
injuries. There is, by the wat, records of one "John Smith" being treated
for a gunshot wound at one of the local hospitals.

The records are interesting to follow. For example, Mike James,
former Senatorial candidate, was at the time a television newsman for KING
5. His wife worked for Rice. Mike James investigated the shooting, then
joined ranks with those political hacks who benefit from keeping it
hushed. Funny, what, that so many people know about the shooting, so many
people in local politics, the news media, and etc. And they all play
dumb.

When the shooting occured, Norm Rice was in his home in Leshi
having sexual relations with his deputy mayor. Does that mean Mayor
Norman Rice in gay?

Yes, Seattle Mayor Norman B. Rice is gay. And njo, just because
he is married doesn't mean he can't be gay. His marriage is a marriage of
convenience, a front, for both he and hiswwife. That's just the way it
is. Sure, that's the reason he has been filling as many jobs aspossible
with homosexuals and lesbians. Yes, people have quit jobs at City Hall to
escape the "gay mafia" the pervades the mayor's arena. No big deal.

Problems have arisen for Norm Rice because of the shooting, a very
poorly kept secret in political circles/ Norm is being blackmailed.
Blackmailed for jobs by his co-called closefriends in the gay and lesbian
section of City employment, and blackmailed by the numerous pedophiles
(child molesters) in local and state government and important social
circles (one former governor,
on former county prosecuter, some Seattle police officers--including the
last chief of police, a local TV cook--who used to be a school campus
chaplain; the list goes on and on. They avaoid prosecution, or they
threaten to exposethe shooting and Norm Rice being gay.

You think I'm kidding. On the contrary: I spent hours filling out
police incident reports at the SPD's Public Safety Building. PLease refer
to Seattle Police Department Case's 94-371550 and 94-375731. These are
many page documents and the very fact they excist and tracemy
investigation over the past ten months absolutely drives some people
carzy. After I filed the incident reports. I was told certain
substantiated occurrences were enough to recommend a
criminal incvestigation in the City. Chief Notman Stemper is doing his
best to obstruct justice. Why? And, why is the City Attorney aiding and
avetting this onstruction of Jusice?

Remember when Stemper was hired? by Mayor Norm Rice, outside the
normal hiring system? I reported in my flyers that Chief Norm Stemper was
probably the only cheif of a major American City who had to sleep with the
mayor to get his job. He is systematically aiding and abetting the
cover-up of pedophilia in Seattle. Ask the SPD how many times former SPD
Chief, Patrick Fitzsimons has his official City car impounded and towed
from Volunteer paer (Seattle's
most famous park for gay male sex in the toilets and bushes). The police
towed his car back to the police garage. And everyone pretended that
nothing happend.

Back to the shooting of Mayor Norm Rice. His marriage is over.
He and Dr. Constance Rice still pretend everything is normal, but they no
longer live together. He lives with "a friend". Norm is looking for a
Federal appointment to get out of Seattle. If he stays, his gay mafia and
the pedophiles will continue to blackmail him. Look at the people who
have quit in the past year, since
the shooting.

I invite everyone to call Mayor Rice at his office. 685-4000.
Ask about the shooting, Ask if he's gay. Ask about his marriage. When I
asked him, he answered, "It's ludicrous", over and over again. Of course,
he would - ludicrous is not a denial, it is just a way of avoiding the
truth.

On Tuesday, Sept. 27. Chief Stemper, addressing a meeting of Water
Department employees, asked them to surrounder their Constitutional Rights
regarding my flyers, and any association with me. An employee asked,
"Well, if Kurt is lying, why are all these people resigning from their
jobs all around the City? I rest my case.

I have offered a cash reward to anyone who disproves my printed
story about the shooeing of Mayor Rice. No takers.

I have offered to pay for an examination by a forensic scientist,
a specialist who testifies in court about bullet wounds, all over the
country. No takers.

I have offered to sit down and talk with various City entities,
including the City Attorney. No takers. I am protected by Section 420 of
the municipal code, regarding Whistleblowers. All I want is my old job
back, with back pay and accrued benefits. Or, I want to be compensated
for the loss of my career. I want the City of Seattle to tell the truth
and treat me fairly. Is that too much to ask? Apparently, yes. City
entities would rather have be destroy everything, careers, departments,
everything, rather than admit I am right. "Well, if Kurt is lying, why
are all these people resigning from their jobs all over the City?

Who shot Mayor Norman B. Rice? Ask Police Chief Stemper or any
member of the Seattle City Council. They know. They all know.
