new layer shortcut keys

I've been playing with the latest build of seashore from svn, and I
have two small questions re: the new keyboard shortcuts for layer
operations.

First off, in the IB, the raise and lower layer are set to cmd+up and
cmd+down, which clash with zoom in and out shortcut. Xcode seems to
deal with this and sets them to cmd+shift+up/down, but it might be
better to make it specific anyway?

Second, on a similar note, I noticed (quite quickly) that the new
layer command stole the shortcut from new image from paste board.
I don't know if there was justification with respect to keeping
similar to photoshop or something, or whether it was arbitrary? but
personally, I prefer having cmd+shift+N stay with new image from
pasteboard, because I use it quite a lot and can get at it with one
hand.
Then, one can get consistency with all the other layer operations, and
have them all:
new layer cmd+opt+N
dupe layer cmd+opt+D
raise layer cmd+opt+up
lower layer cmd+opt+down
