Colour picking with the pencil tool

GIMP allows one to pick a colour with the pencil and brush tools while
the Control key is hold.

The following ugly patch adds that behaviour to the pencil tool. The
required NIB change isn't in the patch as it is binary.

Thanks for the patch Mark-Andre.

Unfortunately I am going to have to knock it back.

The good news though is that the version of Seashore in the SVN
already has the functionality to temporarily select the colour picker
from any tool using the Tab key. This feature will be part of the
Seashore 0.1.9 release.

I meant the Seashore 0.2.0 release - it's been two months since I
worked on Seashore and I lost track of the next release version.
