Apparently some bureaucrats in Odisha had requested the centre for transponders to protect the Olive Ridley turtles so the ISRO transponders, from what I've figured, now serve a double purpose of coastal security and the protection of endangered marine life meaning the tracking capabilities of the transponders can also be used to police fishing boats from entering protected turtle habitats.
