Country Framework
In 2011, Australia announced an expanded aid program in Burma with a more broad-based development objective. The increase recognizes the immense development task faced by current and future generations of Burmese people.
Australia's aid program targets health (especially for mothers and children), basic education, food security and sustainable livelihoods. The aid program also recognises the serious and sustained decline in the human capital of Burma by including efforts to build the capacity of people and institutions in priority areas.
Australia’s assistance is delivered through United Nations agencies and Australian and international non-government organizations.
Type, Level and Number of Scholarships
Australia will provide scholarships to Burmese citizens to undertake postgraduate studies in Australia beginning in the 2013 academic year. Awards will predominately be at Masters level; PhDs may be available for exceptional applicants who can demonstrate ability to transfer their research skills, particularly in the areas of focus of Australia’s aid program, on return to Burma.
Both Australian Development Scholarships (ADS) and Australian Leadership Awards Scholarships (ALAS) will be offered to Burmese applicants.
Australian Development Scholarships
These are long term development awards providing people with the opportunity to obtain tertiary qualifications at an Australian tertiary institution.
Australian Leadership Awards
Up to 200 of the most outstanding Australian Development Scholarship candidates across the globe will be offered an Australian Leadership Award in addition to their scholarship.
These extra entitlements will include a Leadership for Development Program designed to enhance leadership knowledge and skills. Recipients will be brought together with other Australian Leadership Awardees for leadership training, development discussions and the chance to build valuable networks.
Selections will be based on the applicant’s professional and personal qualities, academic competence and, most importantly, their potential impact on development challenges in Burma.

Priority Sectors
Scholarships will contribute to Australia’s priorities in Burma including health (especially for mothers and children), basic education, food security, livelihoods

(agriculture), mining and natural resource management.
Cross cutting themes will also be considered including law, public policy, economics, development studies and international relations.
A gender balance is a priority for the Australian Government. The scholarship program will strive for equal representation of males and females.
In line with the Australian Government's strategy "Development for All: Towards a disability-inclusive Australian aid program 2009-2014", AusAID is committed to offering educational opportunities to people with disability.
The Application Process
Applications are assessed on academic merit and the potential contribution to development outcomes in Burma.
Applications may be submitted either online or by delivery to the Australian Embassy Rangoon.

1. One application form is used for both ADS and ALA scholarships

5. Gather the required documentation and information
Application dates
Opening date: 1 February 2012
Closing date: 30 April 2012
Applications or supporting documents received after this date will not be considered.
Language proficiency
Applicants must undertake one of the following English language proficiency tests and achieve the necessary results before the scholarship can be awarded:
• an IELTS Academic Test with an overall score of at least 6.5 and no band less than 6 (please note some Australian university courses may require higher results), or
• a TOEFL paper-based test score of at least 580, or
• a TOEFL computer-based test score of at least 237, or
• a TOEFL Internet-based score of at least 92.
