Upon exploding the war file in seam-refimpl, I see the web files being
copied to the directly where the explode target has been invoked.

run mvn -Pexplode,env-dev install from the root of the refimpl project,
you'll see the war files exploded in the root of the project as well

Tested "mvn clean install -Pexplode,env-dev" on Windows Vista and Mac OSX - not able to recreate. 
The project has the following structure: seam-refimpl, with the following subfolders: src, ear, ejb and war. If the "explode" went wrong then I expect to see a seam-refimpl-war-1.0-SNAPSHOT.war folder directly under the seam-refimpl folder. Maybe it is Eclipse/WTP/JBToos who is the cause of the problem? Try to remove the project from Eclipse, delete the exploded war, run "mvn clean install -Penv-dev" and then import project into Eclipse again. Remember to activate the "env-dev" profile during import.
