I re-processed the bit recordings and it appears that these locations are possibly Geo-Fence locations (with radius). The LRRP server is requesting that the radio report its location anytime that it enters/exits the specified Geo-Fence bubble.

It is possible that someone setup the LRRP server with an incorrect Geo-Fence location that is using a location in China. I'd guess the radios will always trigger if they're outside of the Geo-Fence.
I updated the LRRP parsing code in sdrtrunk to add these enhancements and they'll be in the next release. The LRRP parsing code is used by both P25 and DMR decoders (for Motorola radio networks).
