proposes some functional specifications for serving them on the W3C
server. All the subtleties proposed in this document would make these
ontologies published in conformance with the best practices, and more.

I'm Danh working in the editing team of SSN, I would like to point you to latest and  well-structured document of SSN/SOSA at http://w3c.github.io/sdw/ssn/.  This document is the latest Public working draft awaiting for public review before entering the W3C recommendation, so, please send any comments to public-sd...@w3.org.
