Called up SDG&E to inquire about their billing practises. It appears
that the "baseline" energy amount is based on climate zones and
therefore ignores the consumers circumstances.

In other words, it appears that SDG&E expects a 1 person household to
consume the same amount of energy, the "baseline", as a 10 person
household or pay any excess at a higher rate. How on earth have they
managed to pass that kind of rate structrure through PUC and the local
voters ?

It boggles my mind ...

The answer to this one is really simple. SDG&E, like other power
companies, tries to set utility rates to be fair to the mathematically
greatest number of consumers in both residential and business lines, and
sets the baseline rate based on averages of energy consumed in a
particular area.

If you feel your rates are a bit too high, you might want to consider
taking advantage of SDG&E's energy conservation services. In my case,
a family of 3 living in an apartment, I found that my electricity bill
went from $60 a month to less than $25 by simply installing some energy
conserving lighting instead of the standard incandescent lights. Paid
for itself in less than 3 months, and the price for them is SUBSIDISED
by SDG&E as well. My lighting now costs less to run than my computers,
which I now switch off when I'm not using them. Sure saves $$$.

The service for energy conservation is FREE, and you should take
advantage of it if you feel your bill is getting too high. (Especially
since the people who are doing this for a living are getting paid
through your bill anyway, so take advantage of it!)

A family of ten can be a strain in one household, but simple changes
can lower your utility bill by large amounts if done sensibly. Check
