ANN: pandaSDMX 0.9 released

Hi,

this is a Major release:

- The key Validation Code including Content constraint processing has
been rewritten from scratch.
- StructureMessage and DataMessage have gained properties to
conveniently Output sets of Code IDs, with or without applying any
Content constraints, and
- 4 data Providers have been added (INEGI, ILO, Norges Bank and
Italian stats Office).
- References are now callable to return the target or the entire
Response containing it (in case the target is not in the same message
and had to be downloaded on the fly).

So a bunch of new Features, plus a number of bug fixes and stability
improvements.

Finally, the Docs have been streamlined, in particular the Basic usage section.

Go to pandasdmx.readthedocs.io as usual, pip-install it and enjoy!
