sddm-theme-breeze login screen: some Buttons greyed out, Dynamic User?

Two questions for the sddm community:

DE: KDE Plasma

Debian package: sddm-theme-breeze, 5.13.2-1

1. On a current installation, except "Switch user", all buttons (standby, reboot,...) in the login window, are grayed out when the user has logged out .

2 What does the "Dynamic User" mean?
