to SDC Software Defined Connectors

Hi folks!
Sorry for beginners stupid questions.

Does anybody had expirience earlier with SDC on Windows-7?

Just installed SDC vers_16 64 bit on my Windows-7 SP1 64bit
but launching it got an error message:
Getsystem TimePreciseAsFileTime could not be located in the dinamic link library KERNEL32.dll
Win Update KB3063858-x64.msu installed.

Any ideas?
Or do I need to throw away my good running PC (i5 3,1GHz, 8GB RAM)?
