What determines which bandplan profile is active?

The operator determines the frequency plan for the competition. You can create new frequency plans for specific competitions.

Thank Yuri but how does it know which band plan it is bound to when there are many in the drop down list ?

Also what about the band plan in Non - Contest mode?

Thank Yuri but how does it know which band plan it is bound to when there are many in the drop down list ?

You will inform him about this when you select the contest and choose BandPlan for him. If the "Bind profiles to Contest->Band Plan" checkbox is checked, then when you open this contest in a year, Band Plan will be selected automatically.

You can disable this binding, and then your selected Band Plan will be applied to all contests and non-contest mode.
