Currently we don't have any feature for covering this requirement.
First problem for Mentees to register as a Mentor is unique constraints at
Student(student_number) and User(scu_email) tables.
I think the simplest solution for solving this is providing a form for
Mentee to apply as Mentor after login as 'Expired Mentee' .
Next Manager/Coordinator can see the list of expired Mentees that want to
be Mentor. They can Mark them as New Mentor.
